LAGOS — An anti-piracy organization says pirates have attacked a Greek-owned oil tanker off the coast of Togo, kidnapping 24 sailors in an exchange of gunfire. Noel Choong of the International Maritime Bureau said the attack happened Tuesday morning about 17 nautical miles off the coast of Lome, Togo's capital. Choong said the pirates shot at a naval boat and escaped. Piracy in West Africa has drastically increased in recent years, with pirates increasingly willing to use violence in their attacks. — AP
