Japan has all the reason to worry about the growing strength of the Chinese navy because China has become aggressive in almost all regions across the world since its economy has become one of the world's strongest. It has ruffled the feathers not only of Japan over some islands near Japan itself but also of several Southeast Asian countries with which it has disputed claims over all atolls in the South China Sea. Although China has repeatedly assured nations with which it has a dispute or disputes, its actions show that it has no intention to fulfill its promises of peaceful settlement of its conflicting claims with other countries. Despite an agreement with Southeast Asian nations that it would abide by the so-called code of conduct in resolving the controversial issues it has been encroaching on the areas where other countries have their claims on the pretext that it is protecting its fishermen fishing there. This kind of statement is more of an alibi to justify its intent to build structures on atolls claimed by other nations. To keep its navy from sailing into the disputed areas, it should tell its fishermen not to fish in those places. __
