Crown Prince Salman bin Abdulaziz Al Saud, Deputy Premier and Minister of Defense, chaired a session of Cabinet Monday afternoon at Al-Yamamah Palace in Riyadh. In a statement to Saudi Press Agency after the session, Minister of Culture and Information Dr. Abdulaziz bin Mohieddin Khoja said the cabinet reviewed reports on the course of events and developments at the Arab, regional and international arenas. The cabinet hailed the speech by Custodian of the Two Holy Mosques, King Abdullah bin Abdulaziz Al Saud during the 30th session of the Council of Arab Interior Ministers, which was held in Riyadh, welcoming the Council's decisions which will help strengthen the process of cooperation and the joint Arab security coordination and the fight against crime including terrorism. The cabinet appreciated the unanimous decision of Arab Interior Ministers to establish an Arab award named after the late Prince Naif bin Abdul-Aziz Al Saud. The Minister of Culture and Information said the Cabinet welcomed the start of the cultural and scholarly activities on the occasion of Madinah as the Capital of Islamic Culture-2013 and the gallery of Madinah 'Maazir Aliyman' launched by the Crown Prince, last Tuesday, which featured the diversity reflecting the spirit of this great city and its contribution to Islamic sciences and culture since the Prophet's (PBUH) migration. Dr. Khoja said that the Cabinet discussed a number of issues in local affairs, commending the Kingdom's ranking 12th in the quality of roads, among 144 countries, in The Global Competitiveness Report, published by World Economic Forum in Switzerland for the year 2012-2013. The Minister explained that the Cabinet continued its discussion of the agenda and issued the following decisions: First: After reviewing what has been submitted by the Ministry of Interior regarding the phenomena of foreign laborers who are working for their non-original sponsors and the runaway of some domestic workers from their sponsors, the Cabinet decided the following: First: Amending Article (thirty-ninth) of the Employment System, issued by Royal Decree No. (M / 51) dated 23/08/1426, to become as the following: Article thirty-ninth: 1 - It is not allowable that the employer lets his worker works for others, it is not allowable that a worker works for another employer, and the employer is not allowed to recruit workers of others. The Ministry of Labour shall inspect facilities, and investigate irregularities discovered by the inspectors, and then forward them to the Interior Ministry to apply penalties on them. 2 - The employer is not allowed to let his worker works for his own account, nor the worker is allowed to work for his own account. The Ministry of Interior shall arrest, deport and sanction violators of workers for their accounts in the streets and those absent from work, as well as the employers of the workers and those allowing them to work under their names or hiding them, their transporters and anyone who has a role in the offense. Second: the repeal of article 233 of Employment System. Third: Approval of rules dealing with expatriates violating regulations. Second: The Cabinet approved the appointment of the following as members of the Board of Directors of the Saudi Commission for Wildlife - of those interested in the purposes of the commission - for a period of three years starting from the date of issuance of the resolution, as follows: 1 - Dr. Yousef Bin Saleh Al-Hafiz. 2 - Dr. Abdul Aziz bin Ali Al-Mqoshi. 3 - Dr. Khalid bin Abdullah Al-Abdul-Qadir. 4 - Engineer Abdul-Aziz bin Saleh Al-Aboudi. Third: After a review of a report by the General President of Youth Welfare and after consideration of Majlis Al-Shura's decision No. (106/48) dated on 04/08/1433 AH, the Cabinet approved a cooperation agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of China in the field of sports, signed in Beijing city on 12/02/1433 AH, corresponding to 06/01/2012, according to the text attached to the decision. A royal decree has been prepared to this effect. Fourth: After a review of a report by the Minister of Finance, and after consideration of the Majlis Al-Shura decision No. (133/57) dated on 21/11/1433 AH, the Cabinet decided to approve the Kingdom's accession to the convention on the standard insurance card for all cars across the Arab countries, signed in Tunis on 15/04/1395 H, corresponding to 26/04/1975, according to the text attached to the decision. A royal decree has been prepared to this effect.
