Changing the activity and hiding the female commodities reveal the size of "covering" in the sector.

The feminizing decision of the women accessories stores entered into effect after the Ministry of Labor released a decision in the last month stating the importance of applying the decision within thirty days. Although the decision meets the multiple females' and society's request but the short notice made a lot of stores to face through this period a lot of difficulties in providing the female workers.
In the first day of applying this decisions and the obstacles that are on the way that some considered to be a negate attempt to the decision that will provide around half a million job opportunities for Saudi females and the objection of businessmen and foreign labor that are covered, the Ministry of Labor revealed to "Al Riyadh" by its media spokesman Hatab Al Enzi that a specialized work team has been formed to issue an execution mechanism for the decision to feminize the women accessories stores that is expected to be done within the coming period.
The investors revealed that the female stores started since the last month to search for female workers to apply the decision despite the short notice and lack of readiness, considering the current month to be the preparation phase to apply the decision which needs at least a month from now till the stores are fully feminized, especially with the lack of a mechanism that allows the Saudi females to work in such stores with the rules that are considered to be cautious to apply the decision efficiently with what meets the Saudi females. Other stores decided to close and change its business activity justifying it by claiming that the availability of enough quantity of Saudi females is very hard in addition to lack of commitment for the training programs that the stores made. This puts the blame on covering up for the real businessmen from foreign labors and the involvement of some citizens in the objection of the decisions and continuing the business covering process.
Some investors said to "Al Riyadh" that a lot of business stores started attracting female workers and offering them jobs as a preparation for applying the decision issued for this concern, but they request getting a chance to get trained on the selling skills, where the new female workers will not be able to take the responsibility of the store without getting any training, as well as changing the equipments, store fronts, and defining the working hours for the women.
The economic writer Reem Asad, member of the Saudi Economic Association, said that if the decision was not applied in this period then it will never be applied, an thus all those that are requesting postponing the decision with falsified justifications of that the Saudi women needs training before entering this area should be blocked away, doubting if the foreign worker that sells in our markets came with any training or qualifications? The case then is all about getting more profit because the foreigners will accept lower salaries with longer working hours, and these opportunities opens the gate for the high school graduates and below because such jobs don't require a university degree.
Asad clarified that there is a series of well known stores that started this step couple of years ago and succeeded in its attempt, adding that she had a conversation with some workers in these stores that got an experience of more than 8 years in these stores and they are comfortable in their work.
On the other hand, an investor in the sector pointed that the sudden non gradual application of the decision and not training the females to work in the stores opened a big space for the "coverers" to complain about the decision and trying to negate it, requesting a more strict application of the decision despite the randomness in the application process that it will experience in its initial period, citing a lot of successful experiences of markets that applied the decision along time ago. He also added that the females sell in the streets since long time ago and they have the chance now to sell in proper stores instead of staying under the sun, and there are people out of ignorance or greediness that are trying to negate this decision.
The owners of the stores started the preparations to train the Saudi females in order to be able to run the female accessories stores. The application of the decision that will remove foreign investment from bringing non-Saudi workers will include the ready-made women clothes and Abayas, under wears, sleeping clothes and other luxuries from makeup, perfume and female accessories stores.
The female sellers in the traditional markets welcomed the application of the decision, where Um Abdulrahman that works as a seler in Damam market says that hse has been working for fifteen years and the decision came with justice foe the Saudi lady and to eliminate the control of the foreign labor that was sharing with us the livelihood, expecting that this decision will bring up Saudi female investors in the near future. On the other hand a lot of the workers in the women accessories stores assured that they were notified that they will be transferred in the coming period to stores that are specialized in selling other goods in order to transfer its spread branches in most of the outlets to branches that are run be female employees after changing the store fronts.
An investor pointed that there is a desire to close some branches due to the lack of enough female employees and that a not small number of trainees didn't stick to the training program which caused a big confusion in providing the required quantity to cover all the branches that need at least two employees.
He also added that some employees submitted requests to enroll their wives in getting the female jobs which will help in providing the advice to get the requested sales quantity specially that there is a big probability that the decision will result in laying off some employees due to the unavailability of vacancies in the other stores that the company owns.
The management of some women stores decided also to remove the part designated to show under wears "lingerie" and concentrating only on dresses, shoes, and other needs to prevent the office of labor requesting them to feminize the stores, which some considered to be a sort of trickery against the application of the decision.
On the other hand, a lot of applicants requested more security for the stores and showrooms to prevent the entrance of youths and teenagers on purpose or without a purpose as a lot of stores use only a "only for women" signage on the door of the store, which some people may not see and which will make a huge embarrassment for the female workers or costumers while inside the store. Moreover, one lady that worked as a seller in more than one job companied the low salary that don't exceed 2500 Riyals at the best, which discourage most ladies from entering the work area when we know that the transportation costs that the lady will spend are a lot in addition to the other spending that makes the salary not worth it.
Expectations that a lot of stores will change its activities to evade applying the decision.
Soad Al Zaydi, member of the Business Chamber in the Eastern region, pointed that the opportunity should be open for the woman in all female job positions and other positions in hospitals and other organizations where the man and woman deal together and the opportunity should be open to all, saying that the decision will help a lot of families after recruiting their daughters in some female positions and that allowing the work of woman in the female stores will contribute in supporting the society socially and economically.
From his side, the Head of fabrics and ready-made cloths committee in Jeddah's Chamber Mohammad el Shehri said that the trading issue doesn't need high training and anyone can practice it, while the training is required in practical jobs such as tailoring and such, pointing that they are waiting the mechanism of applying the decision.
Al Shehri assured also that the Saudi woman succeeded in a lot of areas specially the administrative ones, clarifying that there are a lot of things that should be considered that it concerned with the working hours, opened, and constrained to families only with a precise choosing of the employee.
From her side one of the ladies requested that another decision should be issued that stresses the importance of employing Saudis only along with the feminizing decision, with applying a closing punishment for several days to those that hire non Saudis until we assure the only Saudis are employed.
