We have resident's efficiency mostly in our Arab society but we don't have efficiency of place or in other words the power of economic products. Some of resident's view points in our local society, although minor, but imply that there is no resident's efficiency despite our place efficiency distinction with abundant and multiple resources of local wealth among all the Arab countries. Is it true that we don't have resident's efficiency? We may say it's true for the minority of residents. But we may also question if this minority is in the level of the foundation decisions that the Kingdom made alone six years ago for a unique, balanced and Arabic civilized existence along with scientific development's plans that provide multiple positive purposes. This will append our society to the competence of the European scientific existence, and this means the mechanism of scientific development and not social life Manifestations. What's predominant when analyzing the situations of the global societies and how the educational arrear sectors transformed into pushing powers with the other social powers in harmony towards the cultural notability they became nowadays such as Malaysia, China, India, and for historical priority Japan. Development projects in the developing countries are always directed towards qualifying different sectors in their social roles in addition to opening the horizon for education so that it takes that static society towards more active productivity. The successive and substantial facts are that King Abdulla Bin Abdul-Aziz put a lot of development destinations for the current social reality as well as preserving the Islamic uniqueness objectivity that we cant realize until we revise the historical tracks for more than one thousand three hundred years. When we do so we will find – especially in the middle of the Arabian Peninsula – that the minority national that didn't receive the facts of the religious knowledge nor the distinction of development efforts for the scientific qualifications has returned to formation closure along those hundreds of years as if life thoughts and traditions became existence proves.
