State consultative council is discussing a growing issue, and public interest which is (seizure) of 110 thousand positions in the drawers of governmental departments or in exact words in the ministry of civil service, with existing of 75 thousand non Saudi who are working in several governmental positions may be reasonable, but the number is huge, and need to spread this kind of business, but when opening of the file of accrual of positions exceed one hundred thousand, then that will ask many questions in the view of very high idleness until the idleness level reached 8-10%, and I believe that the feminine idleness is very huge in the view of limitedness of work opportunity for woman. It was limited to medicine and education in all sections. Universities still every year pumping unqualified labor forces, which unfortunately increase the level of idleness. The more stranger that we can fine employees in the country in all different ministries or who are called (on item) what is the number of those who are working (on item)? (on item) mean the employee who are working pre piece without any rights, retirement salary, insurance or any financial privileges. I remembered what happened to the stores employees before two or three years and they rose a case before grievances court and thy won the case and the employees had been confirmed. Al Riyadh newspaper had a significant role in this aspect, now how many employee in the item of wages? As I saw and read that they exceed two hundred thousand employee in different governmental departments and ministries, this situation is existing and continuous until now, and when we comparing between positions (closed and hided) and did not announced, with employees on the item of wages in spite of that positions are included in the general budget of the country that mean it is not implied any additional liability, and it is of the citizen right to employ the new and to confirm who are on the item especially some of them had been there for more than fifteen or twenty years without any real rights for those employees. Ministry of civil service has to provide full explanations regarding these unannounced positions, and for what reasons it did not implemented directly? And for the destiny of those employees on the item of wages in the country? When they will be confirmed with full rights, fixed salaries and payable premiums? Or they have to rise a case in the court through the grievances court as other did. Is it possible to imagine that the employee of wages item when retired while he has a family, kids and living expenses to be retired without any rights mean to be poor and has to go to the ministry of labor and social affairs? A lot of confusing questions, and working system you can't understand what are his bases. There is a need for employment, and there are unemployed persons, and there are item employees whose right did not took, and we are not expecting from State consultative council to solve this problem and difficulties by discussion, but it needs a clear decision, and to review all ministries works and the destiny of those young girls and boys. This in the side of governmental work, but private section is another story.
