The Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud chaired the Cabinet s session at Al-Salam Palace in Jeddah on Monday. At the outset of the session, the Custodian of the Two Holy Mosques briefed the Cabinet on the message received from King Hamad bin Isa Al Khalifa of the Kingdom of Bahrain, the telephone call received from President Recep Tayyip Erdogan of the Republic of Turkey, and the results of his meetings with Secretary of State of the United States of America John Kerry and the Commander of United States Central Command General Joseph Votel. The Minister of Culture and Information Dr. Adel bin Zaid Altoraifi said in a statement to Saudi Press Agency following the session that the Cabinet was briefed on a number of reports on the latest developments at Arab, regional and international arenas, stressing the Kingdom s continuing policy in cooperation with all to achieve the international peace and security, solve conflicts by peaceful means and respect human rights, reiterating what was expressed by the Kingdom at the high-level discussion session of the United Nations titled International peace and security in a world of risks: a new commitment towards peace that the Kingdom will spare no effort to work collectively with international organizations and member states that believe in the collective action in order to achieve the good for all humanity and will continue in performing its humanitarian, political and economic roles with a sense of responsibility, humanitarian and social support, moderation, and keenness on justice. The Cabinet appreciated the accelerating development of the march of relief and humanitarian relief works in the Kingdom during the last period making it on the top of donor countries of humanitarian and developmental aid, noting in this regard the launch of the report of official development assistance provided by the Kingdom during ten years from 2005 to 2014 with a rate of 9.1 percent of the Gross Domestic Product of the Kingdom achieving the first place, commending the achievements reflected in this report, which confirmed that what distinguishes the march of relief and humanitarian works of the Kingdom of Saudi Arabia is the focusing on emergency response and rapid intervention immediately after humanitarian crises and the high amount of aid in addition to the popular giving. The Cabinet was briefed on what happened at the meeting that was held with those responsible for the affairs of Hajj in the Islamic Republic of Iran on the discussion of the arrangements and requirements of Iranian pilgrims' affairs like other pilgrims from various countries around the world, during which the Iranian delegation refused to sign the minutes of the agreement on completing their pilgrims' arrangements. The Cabinet, in this context, renewed that the Kingdom of Saudi Arabia, emanating from its duties and responsibility towards the guests the holy Grand Mosque, confirms for all that it is as leadership, government and people, welcomes and has the honor to serve the guests of Allah of pilgrims, Umrah performers and visitors of all nationalities and it did not prevent any Muslim from coming to the holy land, pointing out that the decision of preventing Iranian citizens from coming to Hajj was due to Iranian officials who will be responsible in front of Allah Almighty and the whole world, stressing the Kingdom of Saudi Arabia's rejection of Iranian attempts aimed at putting obstacles to prevent the coming of Iranian pilgrims to politicize Hajj rituals and exploit them for harming the Kingdom of Saudi Arabia, which harnesses all its material and human potentials to serve pilgrims and ensure their safety and comfort during their performance of Hajj and Umrah rites. The Minister of Culture and Information Dr. Adel bin Zaid Altoraifi said that the Cabinet was briefed on the topics on its session's agenda, including issues co-chaired by the Shura Council in their study and it decided the following: First: After reviewing the recommendations of the Standing Committee of the Council of Economic Affairs and Development on the subject of children's imported milk from abroad, the Cabinet approved a number of arrangements, including: 1 - The Ministry of Health shall work to provide free of charge milk to medically needy infants to the age of (24) months, in accordance with the requirement controls set by the Saudi Health Council in coordination with the Health Insurance Council. 2 - Saudi Health Council shall develop the special terms and specifications pertaining to competitions of the supply of infant formula (ready-to-render) in the Ministry of Health's government hospitals or others, the milk shall have no labeling (a trademark), and the Council shall coordinate with the Health Insurance Council in this regard to take what is necessary to include the medical insurance policy so as to bind hospitals to provide infant formula to the insured needy, as well as to take what is necessary to establish an association to promote breastfeeding across the Kingdom of Saudi Arabia, and launch a national awareness campaign to promote breastfeeding among members of the society. Second: The Cabinet authorized the Deputy Crown Prince , Second Deputy Prime Minister and Minister of Defense - or his deputy to discuss with the Chinese side a draft agreement regarding the formation of high-level joint committee between the Government of the Kingdom of Saudi Arabia and the Government of the People's Republic of China, sign it, and forward the final version to complete the legal procedures. Third: The Cabinet authorized the Minister of Labor and Social Development - or his deputy -to discuss with the Korean side a draft memorandum of understanding for cooperation in the areas of labor between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Korea, sign it, and forward the final version to complete the legal procedures. . Fourth: The Cabinet authorized the Minister of Education - or his deputy - to discuss with the Belarusian side a draft memorandum for scientific and educational cooperation between the Ministry of Education of the Kingdom of Saudi Arabia and the Ministry of Education of the Republic of Belarus, sign it, and forward the final version to complete the legal procedures. . Fifth: The Cabinet approved the organization of Taking Decision Support Center. The center aims at the following: 1 - Monitoring and analysis of the events, developments, changes, internal, regional and international issues and their implications, making appropriate choices and alternatives towards them, and proposing ideal perceptions to deal with them. 2 - Preparing future studies, following-up developments and potential challenges in various fields, and making the necessary proposals to address them. 3 - Preparing studies related to the topics of priority of developments and obstacles, difficulties and problems they are facing, and forwarding recommendations in this regard. Sixth : After having reviewed the recommendation of the Standing Committee of the Council for Economic Affairs and Development No. (1-10 / 37 / dated 22/4/1437 H, the Cabinet approved that the Board of the General Authority for King Faisal Specialist Hospital and Research Center could issue regulations concerning workers with the medical facility as per paragraph (d / 2) of Article (IV) of its organization issued by the Council of Ministers No. (256) dated 30/10/1422 H, provided that the outcome would not inflict additional financial burdens or costs on the institution's budget for the current fiscal year. The Cabinet was briefed on a number of general topics on its agenda and made the relevant instructions accordingly.
