The Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud chaired the Cabinet's session at Al-Yamamah Palace in Riyadh on Monday. At the outset of the session, the Custodian of the Two Holy Mosques briefed the Cabinet on the results of his meeting with King Abdullah II bin Al-Hussein of the Hashemite Kingdom of Jordan, stressing that the signing of the minutes of the establishment of Saudi-Jordanian Coordination Council and the joint statement issued after the meeting embody deep-rooted and historic relations between the two countries and the keenness of both sides to develop and deepen the strategic relations between them in various fields so as to achieve the aspirations of the two brotherly peoples. The King also briefed the Cabinet on his talks with President Gurbanguly Berdimuhamedov of Republic of Turkmenistan during which a number of agreements and memorandums of understanding were signed, commending deep relations between the two countries and their keenness to strengthen and develop them in all aspects to achieve a better partnership between the two countries to serve their common interests. The King briefed the Cabinet on the results of his meeting with the Interior Ministers of Gulf cooperation Council (GCC) for Arab States, appreciating their expressions during the seventeenth consultative meeting in Riyadh of thanks and pride of the tireless efforts being exerted by the Custodian of the Two Holy Mosques, the current chairman of the Supreme Council of Gulf Cooperation Council in enhancing the Gulf cooperation march and advancing it to its nobles objectives and his continuing attention and support for the joint Gulf action to achieve the aspirations of the GCC citizens toward greater correlation, integration and prosperity. The Minister of Culture and Information Dr Adel bin Zaid Altoraifi said a statement to Saudi Press Agency after the session that the Cabinet expressed its congratulations to the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud, Crown Prince Mohammed bin Naif bin Abdulaziz Al Saud, Deputy Premier and Minister of Interior, and Deputy Crown Prince Mohammed bin Salman bin Abdulaziz Al Saud, Second Deputy Premier and Defense Minister, on the occasion of the approval of the Kingdom of Saudi Arabia's vision 2030 on which the Council of Economic Affairs and Development issued the decision No (3-31 / 37 ), dated on 12/07/1437 AH, stressing the contents of the speech of the Custodian of the Two Holy Mosques addressed on this occasion in which he emphasized that emanating from the Kingdom's religious fundamentals, recruiting its potentials and capabilities, taking advantage of its location and the characteristics of its wealth and other features to achieve a better future for the country and its people with adherence to the pure religion and maintaining the originality of the society and its basic fundamentals, the King put in front him since he was honored to ascend to the throne the seeking of the comprehensive development and directed the Council of Economic Affairs and Development to draw the Kingdom's vision to achieve what he hoped for the Kingdom to be a model for the world at all levels. The Minister said that the Cabinet expressed its congratulations to the Custodian of the Two Holy Mosques on the success of the summit of the leaders of the Gulf Cooperation Council (GCC) for Arab States and King of the Kingdom of Morocco recently held at Riyadh-based Al-Diriyah palace, reiterating the Kingdom's keenness on making its relationship and the GCC states with the Kingdom of Morocco at the highest levels in various political, economic, military, security and other aspects so as to strengthen their strategic partnership. The Cabinet also congratulated the Custodian of the Two Holy Mosques on the success of the summit of the GCC leaders and the President of the United States of America recently held at Riyadh-based Al-Dir'iyah palace, and their confirmation of the strategic partnership between the two sides, to achieve stability, security and prosperity of the region and the joint vision discussed by leaders to deal with the most pressing conflicts in the region, and their welcoming of the important progress that has been made since Camp David summit, with the emphasis on the need to maintain the gains achieved, in addition to their support for the common principles that have been agreed upon. The Cabinet expressed the Kingdom of Saudi Arabia's strong condemnation and denunciation of the attacks being waged by Bashar Al-Assad's forces against the city of Aleppo, which led to the destruction of a hospital run by an international organization, that killed dozens, including children and doctors, stressing that this terrorist act shows the Syrian regime's lack of seriousness in response to the demands of the international community, violates the agreement on ceasing hostilities, contradicts the international laws and ethical and human principles, and seeks to pre-empt international efforts to reach a political solution to the crisis and prevent the access of humanitarian aid to the brotherly Syrian people. The Cabinet also praised the efforts of security authorities and their duties to combat terrorism and track down those involved in its activities such as the thwarting of an imminent terrorist act and monitoring of two vehicles at a location outside Bisha governorate, Asir region, one of them was loaded with explosives. Dr. Adel bin Zaid Altoraifi said that the Cabinet was briefed on the topics listed on its session's agenda, including ones the Shura Council has already co-shared in their study and it has decided the following: First : After consideration of the Shura Council's resolution No. (68/34) dated 18/07/1437 H., the Cabinet approved the Agreement on Delimitation of Maritime Boundaries between the Kingdom of Saudi Arabia and the Arab Republic of Egypt, signed in (Cairo) dated 01/07/1437 AH. A royal decree has been prepared for this purpose. Second: After reviewing the recommendation of the Standing Committee of the Council of Economic Affairs and Development No. (13-16 / 37 / D) dated on 14/6/1437 AH, the Cabinet decided the following: 1 - Amendment of paragraph (D) of Article (IV) of the Regulations of promotions issued according to the Civil Service Council's Resolution No. (1/686) dated 15/03/1421 AH, to be the following text: "D - if the nomination of any of the two ranks (12) and (13), whereupon the Ministry of Civil Service shall take whatever necessary to verify the availability of statutory conditions required by the candidate, and to ensure the suitability of the candidate to fill the required job for his promotion." 2 - What has been stated in item (1) shall be effective after out 90 days after the issuance of this decision. Third: The Cabinet authorized the Minister of Housing - or his deputy - to discuss a number of draft memoranda of understanding for cooperation in the field of housing between the Government of the Kingdom of Saudi Arabia and the Governments of both of: United Kingdom; the Republic of France and the Peoples Republic of China, and sign them, before submitting the final singed versions for completion of regular procedures. Fourth: The Cabinet approved a number of appointments as follows: 1- Deifallah bin Saleh bin Raddah Al-Thobiti appointed to the post of Director General of Control and Investigation Board in Makkah Region (Rank 15). 2- Salim bin Shadeed bin Salem Al-Bishri appointed to the post of Security Advisor (Rank 14) at the Principality of Riyadh Region. 3- Ali bin Abdullah bin Ali Al-Muzaini appointed to the post of Administrative Advisor (Rank 14) at the Ministry of Finance. 4- Eng. Abdullah bin Ibrahim bin Mohammed Al-Jawf transferred from the post of Petroleum Advisor (Rank 14) to the post of Engineer Petroleum Advisor (Rank 14) at the Ministry of Petroleum and Mineral Resources. 5- Abdulaziz bin Omar bin Mohammed Al-Daql Al-Ghamdi appointed to the post of Petroleum Advisor (Rank 14) at the Ministry of Petroleum and Mineral Resources. 6- Yahya bin Ibrahim bin Ali Al Al-Hassani appointed to the post of Financial Advisor (Rank 14) at the General Audit Bureau. 7- Nasser bin Abdulrahman bin Nasser Al-Arifi appointed to the post of Administrative Advisor (Rank 14) at the Control and Investigation Board. The Cabinet was briefed on a number of general issues, including the decisions issued during the 33rd session of the GCC Interior Ministers, which was held in Tunisia on 22/05/1437H. The Cabinet also reviewed the annual report of the Saudi Bank for Credit and Savings.
