The Maze and the Predicament
Published in AL HAYAT on 07 - 12 - 2011

The Syrian crisis, along with the Arab resolution plan, are entering a new maze through the echange of terms and the disregarding of the fact that the main goal behind the Arab action is the discontinuation of the killing on the Syrian domestic arena and not the controversy over Syria's sovereignty, cohesion and the unity of its soil. Hence, any Arab or external slip into this controversy and any attempt to seek guarantees for the sustainment of this sovereignty will mean the continuation of the killing during overtime, as well as the accumulation of the reasons behind further complicating a peaceful solution which might have already become impossible.
Clearly, the official Syrian effort through the exchange of messages and memorandums in the absence of direct contacts - following the freezing of Damascus' membership at the Arab League - mainly aims at entering the maze of theoretical debate over the issue of sovereignty and the way to deal with the observers, among other issues. Thus, it aims at postponing the implementation of this mechanism for as long as possible, while besieging it with a series of measures, rendering it without value. In parallel, the Syrian authorities are continuing to adopt the security option, which seems to be the only one available to deal with the protests, with all what it implies in terms of the continuation of the daily killings whose victims are increasing by the day.
It also seems that the goals behind this Syrian official handling of the crisis have become known to the members of the Arab ministerial committee and the Arab League Secretary General. According to the preliminary data, it is unlikely to see the committee dealing with the Syrian condition to sign the observers' protocol. It is even believed that Damascus set these conditions while knowing in advance that they will not be accepted, thus securing a political justification to blame the Arabs - after it accused some of them of conspiring against it - but also a domestic pretext to proceed with the security solution. Had the Syrian authority truly wanted to cooperate with the League's plan, it would have immediately – and without waiting for the observers – evacuated the security forces and the thugs from the streets, led them back to the caserns and allowed the staging of peaceful protests. This would have exposed the reality of the “armed groups,” their role in the protests and their goals, if they actually exist to begin with.
The Syrian authority is abstaining from confirming the good intentions it is trying to show. It is even intentionally pushing the situation toward this maze, in the hope that in time, it will be able to break the protesters' will and force them by use of arrests, suppression, destruction and killing to succumb to it and relinquish their demands, at a time when it is trying to appear cooperative with the efforts to stop the killing.
However, by doing so, it is committing an error in judgment, considering it is wagering on a credibility which is totally lost. All its maneuvers are now known to everyone and no one believes the eloquence it is showing in defending itself, including the meaning of the blood spilled by the official killing machine and what it led to in terms of the retreat of tolerance to its minimum levels.
This is what has allowed the slogans of the protesters against the regime and its men to proceed in line with foreign sanctions on those controlling the killing machine. Hence, the latter cannot remain in their posts, regardless of the talk and promises of reform, which no one believes anymore and which will become harder to believe as times goes by with the continuation of the killing. At this point, the domestic situation is facing a double predicament, i.e. finding a general political solution or securing national cohesion, the signs of the division of which are persistently increasing.
